East & west coasts have been discussed here at length. I'm in Michigan. We 
have working pump out services at every corner. All the state & municipal 
docks were subsidized by boat related taxes being returned to the boating 
community. I have cruised quite a bit of Lake Michigan, Lake Huron, Lake St 
Clair & Lake Erie & do not recall finding any marina, public or private, 
that did not have a working pumpout facility. I'm sure there are some but 
it's rare.

And since there is nobody left in the state of Michigan (lead the nation for 
the last 8 years in population decline)  there isn't an overburden on the 
sewage system so storm sewage dumps are rare!
