Actually, I don't know what you mean about barges full of trash leaving New York City daily.? You imply that there is ocean dumping of trash which is absolutely not the case.? To the extent any trash moves by barge, it is on its way to a landfill or a resource recovery facility.? Most of the trash departing NYC moves by train or truck.? There are no barges or boats dumping municipal waste at sea from New York as this was outlawed many years ago.? In fact, I believe that it was Federal law that disallowed ocean dumping of MSW and therefore, it would be disallowed everywhere.
As to "barges of KRAP being dumped in the ocean daily" from NYC, again, I beg to differ.? Other than combined sewer overflows where excess rain causes overflows (which is indeed a problem), all sewage in NYC goes through municipal waste water treatment plants.? Since I know you have travelled through NY Harbor, you may be referring to the DEP boats which are about 300 feet long or so.? These boats are actually transporting sewage sludge from certain wastewater treatment plants to dewatering plants located in other parts of the harbor.? From the dewatering plants, the dewatered sludge goes by truck for land application.? There was an excellent and lengthy magazine article (Harpers ?) about a year ago which detailed the entire flow of sewage in all boroughs of New York from the toilet through the treatment plants, around the harbor as sludge, through the dewatering plants and to its final load out on trucks as dewatered sludge.
I hope this helps to clear up some misperceptions.
