You're not approaching this the right way.  It is legal to dump  
holding tanks (or flush toilets straight overboard) in most of the  
waters in BC.  The Strait of Georgia has a huge tidal interchange  
with the Pacific Ocean via Boundary Pass and Haro and San Juan  
straits.   So as long as you pump your holding tank in the pass  
outside Prevost Harbor while the tide is ebbing, you are, in fact,  
dumping the tank legally because you are dumping into Canadian water,  
because that's where all the water was a few minutes earlier.   I  
like the logic but I don't know that it would hold up in  
court......  :-)
