T&T: potti-patrol

I fully understand the frustrations of inadequate availability of pump
out services, but I have a difficult time understanding why someone
thinks it's okay to pump overboard because someone else (Victoria, BC)
does.  S**t is s**t, and what's confusing or unclear about that?

I don't want to argue this point, but it's just puzzling to hear
otherwise normal sounding people talking about why it's okay to make
no effort not to add human waste to nearby waters.
