Paul, you could try BoatUS.  They offer a stand-alone liability policy.  Since they are still insuring certain aspects of the operation (i.e. salvage assistance, fuel spill liability, etc.) they may still require a recent survey.  If defective wiring is present in your boat, they may not want to bind coverage.  I don't know of many insurance underwriters who would want their name on a boat with defective wiring sitting in a marina.  Imagine the check they would have to write if it caught fire which spread to other vessels which sunk and the resultant environmental issues associated with an event like that.  

No affiliation to BoatUS other than being a member of their towing service.

This gets me back to my request.  I was originally looking for liability only,
but was unable to locate a company to provide same.  The company willing to
write ins. for me insists on hull insurance (we're talking 6K) along with
liability, etc and a total rewire of the boat.
 
Any input would be greatly appreciated.
