T&T: Rudder Shaft repairs

I have a bronze rudder with a stainless shaft.  The shaft has suffered 
years of abuse and needs to be replaced.
My question is how do I get the shaft out of the rudder.  There are two 
pins thru the rudder that look like they may
have been peened over and there is also what appears to be a round key ( 
at least I can see a a half round
cut into the rudder ).
