T&T: Waterspouts

I have been studying the NOAA photo library and looking at the pictures 
of waterspouts. Almost all the pictures show calm water near the spout. 
The one where the wind must be about 25 knots or so, even then, there is 
mostly calm water within about 1/2 mile of the base of the waterspout.

There are drawings and paintings of waterspouts in the library that 
portray rough water all around the base, but the pictures in the library 
do not support such a scenario.

Any eye witness accounts to support the drawings or are the pictures right?
