Dennis,
Be careful.
It may still be in your best interest to comply to the letter of the
rule, regardless of how one person is interpreting the rule.
Even if he gives it to you in writing, it still may not be in 100%
compliance with the rule as it is written.
I hear the fine can be as much as $5k an event sooooo let the buyer
beware...
