The other factor to consider is where the cam is located in relation to the
lift pump.  If it is on the high point, you may be getting very little
movement of the lift pump diaphragm.  Bumping the starter to change cam
position can help.

You do need to loosen at least the front bleed screw on the injection pump
until you get fuel coming out there.

The electric lift pump is a big help, especially in filling the filters.
With the lift pump running, loosening the front bleed screw on the injection
pump helps a lot to get all of the air out.
