T&T: Hold 'n Treat System & No Discharge Zones

Does anyone know if using the keylock mechanism installed with a
Raritan Hold 'n Treat system when set to the NO DISCHARGE setting and
the key removed enough to satisfy the NO DISCHARGE requirements of the
EPA?  Or do I need to actually close and zip-tie the seacock also?
