T&T: Anchor rode marking

In addition to the white wire ties we use on our rode, we also painted
the last ten or fifteen feet of the all-chain rode white.  This serves
as a good warning that we're coming to the end of the chain, which is
fastened to a ring in the chain locker with a line long enough to emerge
on deck should we need to cut free of the chain in an emergency.
Hopefully we'd have the presence of mind to tie a float (fender?) to the
end of the chain before we let it go overboard.
