I second this advice.  While I understand that it probably goes 
against current DHS/CBP policy, and that Secretary Chertoff would 
almost certainly disapprove, it is still quite conceivable that here 
in downeast Maine that the whole process of reentry into the US based 
on a current decal number prepurchased and registered on the web site 
as corresponding to the boat and with one or two American citizens 
aboard with valid US passport numbers could be completed in five 
minutes over the telephone.  This is only a "hypothetical" of course 
and your mileage may vary.
