I suggest you go on line (www.CBP.gov, click on travel, then pleasure boats, 
then user fee decals) and order. You may obtain the decal when re-entering 
the U.S. but it is a hassle that you do not need to deal with. Having all 
the proper documentation in order prior to clearing customs speeds up the 
process.
