Be careful with the non-Enterprise pick up offers.  I have found that 
they will pick you up but not take you back to the marina at the end 
of the rental.

Not necessarily.  In some states (FL and CA I know for sure) you can 
get a one way rental to any other part of that state without paying a 
drop charge, but only if you pick up and drop off at airports.
