My approach was to buy a standard 12v Jabsco washdown pump and mount
it inside a bow locker. I permanently wired in the 12v. I have
about a 7 ft length of garden hose on the inlet side weighted with a
brass Y hose fitting and a length of garden hose with a spray nozzle
on the outlet side.
To use, I open the locker, toss the inlet hose over the side and turn
the pump on. Works great and the pump is easy to replace when it dies.
Make sure to look at the lift rating of the pump to make sure it can
lift the water all the way to your deck.
