T&T: Google Earth and Govt and Marine Charts

The first on July 15, was T&T: Google Earth and Marine Charts, and today as T&T: Google Earth and Govt Charts and the third time as GL: Google Earth and Govt Charts.

Is the reason why Mr. Wilkins is pushing Earth NC so because he works for them?  If so, his posts should be on the BST list.
