There should be a bolt connecting the rod to the upper unit under the
engine transom clamps. Place the engine on the floor lying with the
engine's prop facing you. Look in between the clamp assembly. Move the
shifter handle back and forth and you'll see the rod and the connector
bolt moving.
Also, search on web for Mercury Outboard repair questions. I did this
with my Yamaha 8hp with an impeller issue. After finding and joining a
Yamaha outboard users group, a guy in Colorado sent me the entire
maintenance manual as an email attachment!

Subject: T&T: 15 HP MERCURY OUTBOARD
Hi All
I have a 2002 Mercury outboard and I need to change the raw water
impeller.
When I try to separate the lower unit, it seems to be attached to the
power head via that stainless rod that locks the motor when you shift
into reverse. It looks like that has to come out with the lower unit
but I can't tell how to disconnect it from it's connection under the
head? Am I going about this all wrong?
