Make sure that there are no sags or level spots in the fill hoses. Fuel
won't flow uphill. I had this problem on a new boat and the factory simply
put in hoses that were slightly too long.

And another complication of a sag from the fill hose being too long happened
to me.   Fuel laying in the low spot slowly over the years deteriorated the
hose.  A slow drip from that spot developed.  Almost never found out where
that small amount of diesel was coming from.
