Make sure that there are no sags or level spots in the fill hoses. Fuel
won't flow uphill. I had this problem on a new boat and the factory simply put in
hoses that were slightly too long.

I know you will get many suggestions, here are a couple of possibilities,
is
there a drain fitting or fuel hose you can disconnect at, or near, the
bottom of the tank so you can drain some fuel into a jar to see if or how
much
water is in the tanks? If so drain it that way.
Slow filling, I had this problem on a previous, gasoline powered, boat a
vent line was plugged and it took forever to fill with lots of "burping",
since
yours is a new installation maybe the vents are covered. Maybe the fill
lines
are obstructed or were kinked when the new tanks were put in and perhaps
didn't quite line up exactly with the deck fill.
Good luck! let us know When you find the solution.
