T&T: Fuel Tank Woes

I know you will get many suggestions, here are a couple of possibilities,  is 
there a drain fitting or fuel hose you can disconnect at, or  near, the 
bottom of the tank so you can drain some fuel into a jar to  see if or how much 
water is in the tanks? If so drain it that way. 
Slow filling, I had this problem on a previous, gasoline powered, boat  a 
vent line was plugged and it took forever to fill with lots of "burping",  since 
yours is a new installation maybe the vents are covered. Maybe  the fill lines 
are obstructed or were kinked when the new tanks were put in and  perhaps 
didn't quite line up exactly with the deck fill.
