Yes, when chlorine reacts with the kinds of organic materials that are found
in surface water sources (algae, debris from vegetation etc) small amounts or
haloforms are produced. Use of chloramine is mandated to prevent that. By the
way, the municipal water companies produce chloramines insitu by first adding
ammonia to the water, then adding chlorine. The chlorine reacts preferentially
with the ammonia, but the resulting chloramines continue to provide
antimicrobial activity.
