T&T: Old valves on Propane cylinders, why want the old one?

I heard the same thing.  OPD poses a reisk of  acidental shut of then 
reopen.
Continuous pilot lights are not a good thing on a boat.
But unless you have a continuous pilot light  to relight the gas  when 
the ODP valve reopens, you have a gas leak.
Yet one more example where standards conflict.  Makes you wonder if  
perhaps they regulatos are not being  too overzealous  in protecting us 
from ourselves .
