T&T: Old valves on Propane cylinders, why want the old one?

I sort of recall that there was some sort of effort maybe by the Boat  US 
lobby to have tanks used on boats exempted from the need for the new  valves, 
believe it or not as a safety measure. Apparently, the valve can shut  off the 
flow if the tank tips some number of degrees. From what I remember, the  example 
was propane stoves would go out during a roll, then the gas would come  back 
on when the tank was upright again. Now there is gas flowing into the boat  
and presents a major hazard. This is a vague memory, perhaps someone with more  
info could comment.
