Is it legal to board a boat while it is docked and demand access for the
purpose of B determining weather or not the vessels operators are guilty of
some offence, in this case having their discharge valves in an unsecured
position. B What happened to "probable cause". B If you are underway the USCG
and Customs has a right to inspect for safety but if you are tied to a dock no
safety issues are involved and no customs issues.
