T&T: Compass - required equipment?

some if the "standards" are a joke, especially the Vessel Safety Check... in 
fact I think VSC are  dangerous as they send the wrong signal to new 
boaters.

New boaters are often the ones getting a VSC from the USCGA and receive an 
nice sticker saying his vessel his safe even if he doesn't have a compass, 
bilge pump, anchor, line, fenders, charts, VHF, etc...   yes, they are 
"discussion items" but what message is being sent when the sticker is still 
slapped on the boat!
