Canada does require axes for for certain sizes.  Many people  do not 
realize that a fire ax  has a pointed horn  wheras an ordinary  ax does not.

Last  year  they published a revised small craft guide. In it  they 
publish a summary  of what  small craft must have or are exempt from in 
the official Shipping regulations.   There has always been a 
requirement  for vessels to have a compass and that the compass must be 
corrected.  Small recreational craft were exempt.   Last year they 
removed the exemption.  Now boats over a certain size  (can't remember 
of its 8 meters or 12 meter) must not only have the compass but it must 
be swung. Surprise!!
