T&T: Compass - required equipment?

I know they're a Good Idea to have around when things go all dark, but  
am I correct in deducing that (at least in the US) a compass is not  
required equipment?  Or if it is, does an electronic compass satisfy  
the requirement (as in a rate limited compass used for autopilot input)?

And the bell seems to no longer be required, as long as you're in  
international waters.  As Puget Sound is subject to COLREGS rather  
than Inland Rules, that makes it International Waters, yes?  (The air  
horn is a tad louder than the bell....)

For some reason I tend to think there are relevant items that are only  
listed in the Federal Regulations, but trying to navigate those online  
is beyond frustrating.  I think the last thing I tried to discern in  
them was "if you have an automatic engine room fire suppression  
system, must it also have an engine shutdown and vent shutter  
close?".  Yes, perhaps both good things, but my boat partner is pretty  
adamant about not having engines shutdown outside of his direct control.
