I don't think it's so much an effort to avoid getting a new tank without
an OPD but a concern that an older tank in excellent condition that does
not have an OPD can no longer be used. Backyard BBQ tanks are
relatively cheap, but a good-quality aluminum "marine" propane tank is
not. The horizontal tanks on our boat cost a bit more than a couple
hundred dollars each. So the desire is to be able to continue to use
tanks that other than the lack of an OPD are perfectly serviceable.
Fortunately most tanks with no OPD can be retrofitted with an OPD valve
at very low cost if there is a shop in your area that is competent at
doing this.
