This is correct. Your propane supply company should be able to give you
a copy of the written exemption rule and they will also put a "No OPD
fitted" warning sticker on the tank next to the valve. You want a copy
of the exemption so you can show it to a propane dealer who might not
realize that horizontal tanks are exempted. We have one older
horizontal tank and one newer one. We have never had a problem getting
the older one filled even though it does not have an OPD. And we (so
far) have never had to resort to pulling out the copy of the exemption
rule.
