T&T: Filling older propane tanks

My family owns a propane business so I know a little about this kind of stuff
(emphasize little). If you write "cutting fuel only" on the tank in black
magic marker any refilling station can fill it. Some folks use propane in
there cutting torchs and weed burners and the opd device won't flow enough
fuel for that application, hence the exception.
