Not sure about Florida but BoatUS writes policies that limit navigation
to the Hudson River north of the GW Bridge. Rates were much lower than
those for permanent use of waters south of the bridge. You can purchase
a rider (2 week increments) for south of the bridge when taking trips
(or not and hope for no incidents since you would not be covered).
I no longer have BoatUS insurance though; this was when I was a sailor.

on a river connected closely to saltwater in Florida, "Hey, bud, what's

keep you from running that sucker down the river to the sea?" I kinda
doubt
you'd find anybody willing to write a policy with navigation limits so
restrictive as to prevent you from doing just that.
