Mike is right!

If you initially register it in NC, the maximum tax is $1500. If you move it 
into NC when it is 90 days (?) or older, you have to pay a percentage of its 
price or value with no limit. It gets complicated and I may not have it 
exactly right. Plus, Active Duty military may enjoy some exemptions. As a US 
citizen, I'd get it squared away in some state. NC counties levy an annual 
property tax on boats.
