T&T: Raymarine 215 - Garmin GPS 12XL/GPSMap 60

Did you ground the purple (NMEA - ) wire on the Ray 215?

I had a problem with a Ray54 VHF, where the NMEA input optocoupler
apparently failed, so it wouldn't accept any data. If you measure the
resistance (both polarities) between the radio's NMEA input wires, you
should see some resistance in one polarity. If it appears open circuit
both ways, the input circuit is bad, and you'll have to send the radio
back to Raymarine for repair or replacement.
