T&T: Additional motor vehicle registration fees proposed in Washington State SB 6900 - 2007-08

_I would think by the very fact that the proposed bill is called "SB 
6900 - 2007-08  -  Establishing _/*vehicle */_engine displacement and 
emissions fees" that it is intended for vehicles driven on the highways. 
I have never heard even a politician refer to a boat as a vehicle.
