Michael, Sounds like the tanks are either not baffled or the baffles are not well done. Not much you can do about that other than remove them and add more baffles. Can't see much of a repair other than open an inspection port in the top of the tank near the leak. This is not that big of a deal and you may need to get in there again. Most good repair material will require you to get inside the tank. If you do that just have it welded. Fixing this right the first time is much preferred to doing it over and over and over and over. Just my opinion.
