T&T: I thought I knew allot about Racor fuel filters

Does anyone see the logic in the distinction between inboard and 
outboard gas-powered boats?  I just installed a metal-bowl Racor in 
my gas runabout and I was struck by how there was no way to check for 
water in the bowl without using a wrench to remove a bolt at the 
bottom of the bowl (thereby spilling gas all over the boat).  What 
are they thinking?
