T&T: AIS Class B status

I have read that the class B transponders are available from Canada.  Is
there some way for us to purchase one and not have the transmit disabled?  I
would like to go ahead and install one on my boat for my own peace of mind.
This subject reminds me of the one about out of date flares.  If you used
one to save yourself,  does this mean you are any less safe?  Sometimes it
is better to ask for forgiveness than to wait for permission.
