Even worse when they are _not_ transmitting.  I just encountered a 
very large cruise ship coming down Johnstone Stait without an AIS 
signal.  I hailed it on 16 and they said "we should have one".  A 
minute later it appeared, and I received a hail asking if I saw 
them.  I answered, "Yes", and they said that they had "made some 
adjustments".  No doubt by turning it on!
