I am not sure about boat registration as it is handled the Division of Game and Inland Fisheries in Virginia, But for car (and trailer) registration Virginia has become extremely strict about residency requirements.
I think this is because a number of the 9/11 terrorists were carrying Virginia Driver's Licenses.
You can not register any vehicle, including trailers unless you carry a Virginia license and you can not get a Virginia license without proving residency.
I am a VA native, but lived in Florida for a few years, when I returned I had a tough time getting a license as I was living aboard and did not have an address.
