T&T: Toilet System Upgrade Options???

I'd like to get the opinions of different folks on upgrading the sanitary
system on my recently purchased 1979 Prairie Trawler. When I purchased the
boat the aft head was hooked up to an Electro-San and the forward head went
directly overboard although there was and is a new Electro-San in one of the
lockers and the forward head has been wired for the Electro-San.
The most direct and cheapest solution is to install the new Electro-San in
the forward head. However, I have heard that there are a lot of anchorages
and harbors where Electro-San treated waste is not acceptable. I do not
live on this trawler. The longest cruise I can envision would be 3-4 weeks.
I frequently use this trawler as a waterfront apartment moving it to
different marinas of interest in FL. I cruise to the Everglades, the Keys
and the Dry Tortugas.
It seems my options are:
1. Install the new Electro-San in the forward head and have both heads
connected to Electro-sans.
2. Install a holding tank system for the forward head and keep the new
electro-san for parts and replacement of the old electro-san in the aft
head.
3. Install a single larger holding tank and connect both heads to it.
4. Install two separate holding tank systems, one for each head.
5. Other?
Obviously, cost is important.
I'm not looking for definitive solutions, just pros, cons and alternatives
that I might not have considered.
