T&T: Mildew in the bilge

Hello

I have a serious problem of mildew in the bilge of a wooden boat out of the
water for the rest of the year. Smell is intense, white spots are all over,
and some kind of "foam" too. It's been raining a lot around here.

When I will find a way to improve the ventilation and dry the place, what
else should I do ? Is Javex a good way to get rid of the mushrooms and mould
? Can I solve the problem once for all or will it always come back ? What
about the ozone machine ? Do they work ? Are they safe ?
