That's true, but not in all cases. In fact we used Enterprise twice while in
Marathon this past winter. But I'm not talking about a drop-charge, but
rather a premium fee, tacked on for renting at the airport. Actually I think
this may be an airport "tax" assessed by the airport authority. Or maybe they
just do it because they can get away with it!

True enough but in our case it was cheaper to pay for a cab ride to Hertz
than to rent from Enterprise so we could get a "free" ride to the agency.
Actually, I can think of a couple of times that we rode for free due to the
kindness of others. Once, the marina owner gave me a lift over to Leonardtown
and once, in Kingston, we were chatting with a lady while we waited in line.
She was so interested in our lifestyle and asked if we would show her our
boat. We parlayed that into a free ride home.
Our usual tactic is to reserve a car on line after finding the best deal.
When we get to town we ask around and try to sniff out a better deal. Of
course YMMV.
