T&T: Waste discharge Type I & II, where?

I'm thinking through a new waste handling system, and will need to choose
between a Type III pump-out holding tank setup or a Type I Treatment system.
Where would I obtain information on what areas allow treated waste to be
pumped overboard within the 3 mile limit.  It appears that areas which allow
treated waste overboard are becoming fewer and fewer (for very unscientific
reasons, but we're not allowed to question environmentalists, I guess).
Anyway, I'm just wondering if it is worth the expense and complication of a
type I system, if I never end up using it.

 

I need to know what areas or where I might find that info.
