You are quite right in your recommendationl.  There are a lot of both the 
"non-boating crowd" and for that matter some boat owners that don't realize 
that there is a single phase, 50-amp @ 240 VAC socket, and it is not 
compatible with the usual two phase 120/240 VAC shore-power cables on nearly 
all 50-amp service boats.  There is the odd marina on the TN river system 
that has them, and they get virtually zero use.

It seems to me that perhaps this could be a semantic misunderstanding by 
your marina owner, but to ensure that it is not, just refer him to a Marinco 
site.  The normal two phase 120/240 VAC service has the following wires:
1)  Green = Ground
2)  White = Neutral
3)  Red = 120 VAC Phase #1 at 50 amps
4)  Black = 120 VAC Phase #2 at 50 amps

He could check with his engineers that this is the case.  If not, he will be 
spending a lot of money on a system that will get very little use, and he 
will still not be able to serve most of his customers.
