There is an article which outlines the uses and effect of kellets here:
http://www.rocna.com/boat-anchors/kellets.php
It also mentions ideal placement for different purposes.

========
After anchoring in mud in Texas waters for 7 years, I'm in Fla for a few
weeks
and have had some anchoring issues. I use a Supermax (75lb) down in Tx with
all rope, and have great success (NEVER drug, not once) . I have had NO luck
with that anchor in this sand. Switched to my FX37 Fortress and have better
luck, but still iffy at times. Since I got away from home with no chain
onboard whatsoever, (my mistake, but I do have 3-200ft+ rope rodes) I'm
thinking of trying a kellet. I have about a 15 or 20 lb lead anchor for the
dingy, and am thinking of putting a temp loop in my rope rode somewhere
around
10 ft up from the anchor to simulate the weight of a chain. Anyone used a
kellet before? Any suggestions as to how far up the rope from the anchor to
place it if I'm mostly anchoring in say 15 foot water, pulpit 5 feet off the
water, and using aprox 100 foot of rode for 5/1 scope?
