T&T: Anchoring and Clearing

Forgive me for coming into this conversation late.  I had to sit through an
hour of training a month or so ago on "Force Majeure."  I'm a Communications
Controller for US Coast Guard Sector Portland, Oregon.  In simple terms, a
vessel claiming force majeure can enter a restricted area in the event of a
storm or marine casualty or other emergency.  

Why are these terms always French?  I never think of France as a major
player in naval history.
