As well as (or perhaps instead of) a heater, I think you should have a
small dehumidifier.  I have one about 6" square by 12" high sold as
"mini-Dehumidifier" under various distributor names.  I put tape over
the float that turns the thing off when the catch basin gets full, so
it will keep running, then put the thing in the sink so any overflow
will run overboard.
