I think you've got your coast guards mixed up...

Last winter, the Canadian Coast Guard in BC changed their normal
working channel (for the public) from 22A to 83A, to avoid
interference with the USCG, who, I assume still use 22A. Somewhere I
read that USCG (in the PNW, at least) use 21A for CG-only
communications. This summer I heard Comox CG direct vessels to 84 -
perhaps when Victoria CG was using 83A, or if the vessel's operator
couldn't find the "US" switch.

I believe Victoria CG uses 05A, and Comox 61A, for CG-only
communications.
