Sorry, I'm not in a charitable mood today... The sailboat skipper was 100% liable...
He didn't hold his course after crossing and he didn't look for crossing traffic after tacking back... And I say this as a sailboat owner and lover who spent decades in crowded harbors, in club races, etc... The sailboat may have had the ROW under COLREG, but it also had the ability to turn about smartly to prevent a collision - which the tour boat likely cannot match... I would like to have seen some action against the sailboat skipper, perhaps a token fine...
>From the little detail provided it seems they wanted to punish the tour boat skipper for something, I suspect for running through a gaggle of sailboats during an obvious sailing event... Or maybe he had a history of complaints and they decided to use this to get his attention...
Again, I qualify that my opinion is based on the short article...
