Charleston  collision caused by failure to follow navigation rules

The US Coast Guard issued a press release stating that a July 22
collision in Charleston Harbor between a tour boat and a sailboat was
caused by the failure of the operators of both vessels to follow the
navigation rules.  The operator of the tour boat accepted a voluntary
suspension of his Coast Guard license for a three month period.
